Such certifications are given after due diligence, tests and trials to confirm their capacity to consume lesser power.
This may be expensive initially but it is going to give a lasting impact and a long term advantage. If you can invest still further, ponder about harnessing of solar energy. This will further reduce your power bill. But it can be fully effective in places with maximum sunlight.
